Economic Development Grant Program
The City of Huber Heights is proud to offer $125,000 in grant funding for 2025 to support local economic development, entrepreneurship, and diverse business ownership. Funded through the sale of city-owned property and lease revenue (not income tax), this grant program reflects our commitment to fostering a vibrant and inclusive economy.
Annual allocations are determined by City staff and approved by City Council through the annual budget process.

This program is designed to ensure transparency, accountability, and maximum impact in the allocation of grant funds to advance the economic vitality of Huber Heights.
**Grant Applications ARE NOW CLOSED FOR 2025**
Small Business: Fewer than 50 employees and annual revenue under $5 million.
Nonprofit: IRS-recognized 501(c)(3) organization serving charitable, educational, or community purposes.
Veteran-Owned: At least 51% veteran-owned, verified via DD-214 or VA certification.
Women-Owned: At least 51% owned and controlled by one or more women.
Minority-Owned: At least 51% owned and controlled by individuals from a federally recognized minority group.
1. Local Match for County and State Grants
2025 Allocation: $50,000
Supports businesses seeking external funding by providing required local matching funds. Eligibility depends on alignment with local economic development goals and compliance with corresponding grant programs.
2. Small Business and Nonprofit Grants
2025 Allocation: $25,000
Available to Huber Heights-based small businesses and nonprofits to support growth, operations, or new initiatives. Priority is given to those that create jobs, demonstrate community impact, and support economic development goals.
3. Veteran-Owned Business Grants
2025 Allocation: $25,000
Reserved for businesses owned and operated by veterans living in Huber Heights. This funding supports veteran entrepreneurs and their contributions to the local economy.
4. Women-Owned and Minority-Owned Business Grants
2025 Allocation: $25,000
Supports businesses in Huber Heights that are majority-owned by women or members of federally recognized racial or ethnic minority groups. The program aims to promote equity, inclusion, and economic opportunity.
Applicants may apply under multiple eligible categories.
To qualify, applicants must:
Operate a business located within Huber Heights
Provide proof of ownership and, if applicable, veteran/women/minority certification
Be in good standing with city zoning, licensing, and tax obligations
Submit a complete application including:
Purpose of the grant
Planned use of funds
Expected outcomes
For match funding:
Provide documentation of a confirmed county or state grant award
1. How to Apply
Applications are accepted on a rolling basis until funds are exhausted or until the posted deadline.
Application opens at 8:00 a.m. on 8/18/2025 and closes at 5:00 p.m. on 10/17/2025. Complete the online application available below.
2. Review & Evaluation
Applications will be reviewed by a Grant Review Committee, including:
- City Manager
- Assistant City Manager
- City Council Member
The Economic Development Director manages the program and presents recommendations to the committee.

Anticipated impact
Extra weight is given to projects showing sustainability, innovation, and community benefits.
3. Approval & Distribution
Approved applicants will:
Receive written notification
Sign a grant agreement
Receive funding in a lump sum or installments depending on project needs
All grant applications are reviewed and scored by the Grant Review Committee based on the following criteria, with a total possible score of 100 points:
Alignment with Local Economic Development Goals (20 points): How well the project supports the City’s strategic priorities for growth, investment, and entrepreneurship.
Project Feasibility and Readiness (15 points): The clarity, planning, and viability of the project’s implementation timeline and resources.
Impact on Business Growth or Job Creation (25 points): The potential for the project to expand operations, create or retain jobs, or increase services.
Community Benefit and Inclusion (15 points): Contributions to the broader community, underserved populations, or local partnerships.
Nonprofit, Veteran, Women, or Minority-Owned Status (10 points): Recognition of historically underrepresented groups to promote equitable economic opportunity.
Completeness and Quality of Application (15 points): Overall quality of the submission, including required documentation, clarity, and responsiveness.
Applicants with the highest scores will be prioritized for funding, subject to final approval and availability of funds.
All grant recipients must submit a final report within 60 days of project completion. The report must include:
How funds were used
Project outcomes
Economic impact
Failure to report will disqualify recipients from future grant opportunities.
